The Kings

Combine their ceremonial robes and attire of the old priesthood of Old Europa with their penchant for heavy weaponry, and you have a look that strikes fear into anyone that is unfortunate enough to come across the Kings.

As powerful as the Shroomheads are, as colossal as Pinkie's vision and lust for power is, the NEO-Budapest Triangle houses a quarter of a billion people. Pile up all these individuals in this small space, drive them down into the old earth and stack them high into the firmament, and you get a layer cake of misery and decay that reaches down, and opulence and wealth that reaches high up.

Cleric "The King" Condraus leads The Kings. Where the Shroomheads have built their power by drilling down into the underworld of the Triangle, capturing the minds and souls of the millions and millions that live in the dark of that terrible place, The Kings chose a different target. They find their power in supplying the Shroom to the elite of the Triangle. The politicians, the Corpo leaders, the Children of the AI and Aristocracy of this place.

Pinkie is not the only one in the swathe that is the Triangle to understand the power of the Shroom. Where Pinkie uses it to control the masses, The King uses it to control those few that hold some semblance of power in the corrupt and ever collapsing government and higher-ranking elites. To have his grip on the Corporations within the Triangle. To slither his way into the old Aristocracy and constrict himself around them.

Their supply is thin compared to the Shoomheads, but it reaches into the right places, and gives The King his power, and it is enough to give Pinkie concern. The King uses a combination of brute force and Shroom induced terror to build his empire. He uses the Shroom's capabilities to strike fear into the hearts of those that hold the highest seats of power, and his Acolytes and Priests run the supply to them, making sure that the King's grip never weakens.

Following the lead of their King, they wear the ceremonial robes and attire of the old priesthood and religions of Old Europa, before the Black Lake incident. Combine this with their penchant for heavy weaponry and you have a look that strikes fear into anyone that is unfortunate enough to come across them.
